EVUP Network Regulations

Introduction
The regulations for using an Urban Pruning Valorization Station (Self-Managed EVUP) aim to ensure the safety of its users and the proper functioning of the activities carried out there.
1. Coordination Matters
1.1 Opening Hours for Users
7:00 AM to 8:00 PM from Monday to Friday, and
7:00 AM to 3:00 PM on Saturdays.
1.2 Operating Hours
7:00 AM to 7:00 PM from Monday to Friday.
1.3 Frequency of Operations
- Wood chip processing: 15-30 days per year.
- Screening operations: 15-30 days per year.
- Loading and unloading: 10 hours per year.

2. Behavior Regulations
- Vehicles must circulate at a maximum speed of 10 km/h throughout the premises.
- Follow the road signs.
- Payment must be made by card or direct debit.
- Waste must be deposited in the designated disposal area.
- Waste disposal and loading operations are separate processes.
- Handling of station machinery is strictly prohibited.
- Entry outside the established hours is prohibited.
- The disposal of non-accepted materials is prohibited.
- Smoking or lighting fires inside or around the premises is prohibited.
- Risk situations must be avoided.
3. Users
3.1 Subscribed Users
These are individuals working for a company who have registered in the Control Panel. They have provided the necessary contact details and set up monthly direct debit billing.
3.2 Municipal Users
These are individuals working for a public institution, such as a city council. They may include subcontracted companies, freelancers, or direct employees of a public institution.
3.3 Private Users
These are individuals who do not work for any sector-related company but wish to use the facilities to dispose of pruning and gardening waste.
4. Responsibilities and Obligations of EVUP Network Users
4.1 Payment must be made by card or direct debit
Cash payments are not accepted.
4.2 Compliance with safety regulations is mandatory
(Annex 4 “Regulations”) – Also indicated through signage and warning posters.
4.3 In case of fire, the emergency protocol must be followed
(Annex 3 “Emergency Protocol”).
4.4 Handling of EVUP operational machinery is strictly prohibited
The machinery belongs to the managing company.
4.5 Users must follow the disposal instructions in the User Manual
The manual outlines the necessary steps to correctly use the Self-Managed EVUP.
4.6 Only vegetal waste can be discarded – Generalitat de Catalunya
Organic fraction waste is not allowed:
- Small-sized, non-woody plant fraction (grass, leaves, flower bouquets, etc.), similar to FORM.
- Pruning waste – Large-sized, woody plant fraction:
- Pruning and gardening waste.
- Tree and shrub stumps.
- Untreated wood.
- Whole urban trees.
4.7 The disposal of non-accepted materials is prohibited
This includes all materials not listed in section 4.6: soil, rubble, processed wood, fences, ladders, wire mesh, plastic, bags, sacks, containers, etc.
4.8 Disposal of non-accepted materials incurs a financial penalty
According to Title III of Legislative Decree 1/2009, dated July 21, any actions that hinder the valorization of materials at the Self-Managed EVUP will be considered sanctionable infractions:
- Minor infractions: €400 to €4,000.
- Serious infractions: €4,001 to €115,000.
- Very serious infractions: €15,001 to €1,200,000.
4.9 Unloading and loading operations are separate processes
To unload and then load materials, users must exit the EVUP and re-enter between operations. – Enter, unload, exit, enter, load, exit.
4.10 Users are responsible for any negligent actions, along with their contracting company (if applicable)
For subscribed or municipal users, responsibility also extends to the employer.
5. Responsibilities and Obligations of Companies
5.1 Companies must provide employees with the necessary documentation
- EVUP Regulations 1.2025, User Manual.
5.2 Companies are responsible for ensuring employees sign the Declaration of Acknowledgment
(Annex 2 “Responsible Declaration”). This document must be returned to Sots Verds.
5.3 Companies are financially responsible for damages caused by employee negligence
If an employee misuses the EVUP facilities, the employer will be held accountable.
5.4 Companies must maintain communication with Sots Verds to ensure smooth operation
Sots Verds, as the station operator, and the entities it collaborates with must maintain open communication to benefit all parties involved.
5.5 Companies must sign and return the SEPA document to Sots Verds
(Annex 1 “SEPA Document”) to enable direct debit billing.
The facility has surveillance cameras and, therefore, users’ behavior can be monitored in case of violation of the stated regulations.
